Property Valuation for UAE Mortgages: How It Works

Why does the bank need its own valuation?

Because the bank is not only assessing whether you can repay the mortgage. It is also assessing the property that will secure it.

Under CBUAE mortgage regulations, property appraisal forms part of collateral management. The appraisal must be realistic and substantiated, and it should not build expected future house-price appreciation into today's value.

That is why a signed sale agreement does not settle the valuation question. The purchase price records the commercial agreement between buyer and seller. The bank valuation answers a different question: what value can the lender reasonably recognise for the property securing its mortgage?

Purchase price and mortgage value are related — but they are not interchangeable. One is negotiated between buyer and seller. The other is independently assessed for the lender's mortgage decision.

From property details to the bank's valuation report

The mortgage application reaches the valuation stage

The lender arranges the appraisal as part of its mortgage process once the relevant property and application information is available.

An approved independent valuer is appointed

The bank uses a professional third-party valuer from its approved panel rather than relying on the buyer, seller or broker to set the value.

The property is inspected

CBUAE mortgage regulations require an independent on-site valuation before an irrevocable commitment to lend.

The valuer assesses the property and market evidence

The report considers the property itself and relevant evidence supporting the assessed market value.

The report goes back to the lender

The bank uses the valuation within its credit, collateral and LTV assessment before final mortgage completion.

The valuer works for the lending process — not for either side of the sale

CBUAE mortgage rules require an independent on-site valuation before an irrevocable commitment to lend. The professional third party must be suitably qualified and independent of the borrower, seller, developer or contractor and the lending decision itself.

Banks and finance companies are also required to maintain a board-approved list of independent valuers selected against clear criteria.

So even where the borrower pays the valuation fee, the report is not commissioned to justify the price already agreed. Its role is to give the lender an independent basis for assessing the collateral.

What can influence a mortgage valuation?

A valuation is more than a price-per-square-foot calculation. Two units in the same development can justify different conclusions because the valuer is assessing the actual property, its characteristics and the market evidence available at the time.

Location

Community, building, plot position and the property's immediate surroundings can affect marketability and value.

Property type & size

Apartment, villa, townhouse or other residential type, together with the verified area and layout.

Condition

Age, maintenance, quality and condition can influence how the property compares with similar stock.

Comparable evidence

Relevant market transactions help support the valuation rather than relying on an asking price alone.

Property characteristics

Views, floor, plot, configuration and other property-specific factors may affect marketability.

Market conditions

The valuation reflects evidence available at the time; CBUAE rules state that reports should not assume expected future price appreciation.

This is where a valuation becomes a financing issue

Loan-to-Value — LTV — measures the mortgage against the appraised value of the residential property. CBUAE regulations set maximum LTV limits, with the applicable ceiling depending on factors including borrower category, property value and transaction type.

Mortgage Amount ÷ Appraised Property Value = LTV

For example, the current regulatory maximum for an expatriate purchasing a qualifying first owner-occupied property valued at AED 5 million or less is 80%. That ceiling does not guarantee 80% financing: the lender can be more conservative under its own credit policy.

This is the point many buyers miss. You can be financially eligible for the mortgage amount you requested and still face a funding gap if the property does not value at the level needed to support it.

A low valuation does not necessarily stop the purchase — but it can change the cash required

This is where the valuation moves from a report into a real funding decision.

Assume you agree to buy a property for AED 2,000,000, but the bank's independent valuation is AED 1,900,000. If the applicable financing is 80% LTV, the simplified maximum mortgage based on that valuation would be:

AED 1,900,000 × 80% = AED 1,520,000

If you had originally expected 80% of the AED 2,000,000 purchase price, you may have planned for AED 1,600,000 of finance. The lower valuation creates an AED 80,000 funding difference in this simplified example.

The immediate issue is the funding gap. Depending on the transaction and contract, the buyer may need to contribute more cash, revisit the commercial position with the seller where possible, consider whether another suitable lender should be assessed, or decide that the transaction no longer works on acceptable terms.

What should not happen is an automatic assumption that another bank will value the property higher. A second lender may use a different approved valuer and reach a different conclusion, but there is no guarantee that it will solve the shortfall.

Illustrative calculation only. Actual lending is subject to lender policy, borrower eligibility, regulatory LTV limits, property acceptance and the bank's final valuation.

A higher valuation is useful information — not automatic extra borrowing

If the valuation comes in above the agreed purchase price, do not assume the difference becomes additional mortgage proceeds.

A standard purchase facility remains governed by the lender's product rules, the transaction being financed, the approved facility and applicable LTV requirements. The valuation supports the collateral assessment; it does not by itself turn a purchase mortgage into a cash-release facility.

Equity-release and refinance transactions are different structures and have their own eligibility, valuation and LTV considerations.

Who pays for the valuation?

The borrower commonly pays the lender's valuation charge. The amount varies by lender and by the type of property being assessed.

As one current published example, Emirates NBD lists a valuation charge of AED 3,150 inclusive of VAT for a completed property, while its published charge for self-constructed property is materially higher. This is one lender's current fee schedule, not a UAE-wide standard.

When comparing mortgage offers, include the valuation charge alongside processing fees and other establishment costs rather than treating the rate as the only cost.

A good valuation does not mean the mortgage is fully approved

The valuation addresses the collateral. It does not replace underwriting of the borrower.

The lender still needs to be satisfied with the applicant's income, liabilities, Debt Burden Ratio, credit profile, employment or business circumstances, property documentation and the other conditions attached to the facility.

The reverse is equally important. Strong income and a clean credit profile do not make the property automatically acceptable. A mortgage transaction has to work on both sides: the borrower must support the debt, and the property must support the security.

A mortgage is not approved on salary alone. The bank is underwriting both the person repaying the loan and the property securing it.

What should a buyer do before the valuation?

You cannot control the valuer's independent opinion, and you should not try to. What you can control is the quality of the mortgage planning around it.

Do not assume purchase price equals bank value

Keep enough financial flexibility to deal with a reasonable valuation difference.

Understand the LTV applicable to your case

First-home, investment, property value and borrower category can change the maximum financing framework.

Check the property is mortgageable with the proposed lender

Bank acceptance of the building, project or property can be as important as the valuation figure itself.

Know the consequences of a short valuation before signing

Your contractual obligations to the seller are separate from what the bank ultimately agrees to finance.

Keep valuation and affordability separate

Passing one does not guarantee the other. Both need to work for the mortgage to complete.

Pre-approval tells you about the borrower. Valuation brings the property into the decision.

Buyers understandably focus on pre-approval because it establishes an indicative borrowing position before they commit to a property. But it cannot tell the bank what a property that has not yet been selected is worth.

Once the property is identified, valuation becomes the bridge between the agreed transaction and the lender's collateral requirements.

A properly prepared mortgage therefore keeps two questions separate until both are answered: Can the applicant support the mortgage? and Does the property support the amount being requested?

UAE mortgage valuation FAQs

Why does the bank need a valuation if I already agreed a price with the seller?

Because the agreed price and the lender's collateral value serve different purposes. The bank needs an independent assessment of the property value supporting its mortgage security.

Who chooses the property valuer?

The lender controls the valuation process and uses an independent professional valuer from its approved panel. CBUAE rules require the valuer to be independent of the borrower, seller, developer or contractor and the loan decision process.

What happens if the valuation is lower than my purchase price?

The bank may calculate its maximum financing using the lower appraised value, subject to its policy and the applicable LTV. That can increase the cash the buyer needs to contribute.

Can I challenge a low valuation?

You can ask the lender about its review or reconsideration process and whether additional relevant evidence can be submitted. The outcome and process depend on the lender, and a buyer cannot require the independent valuer to match the purchase price.

Does a high valuation mean I can borrow more than the purchase price?

Not automatically. A purchase mortgage remains subject to the transaction price, approved facility, lender policy and applicable LTV rules. A higher valuation does not itself create an entitlement to additional cash.

Is valuation the same as final mortgage approval?

No. It is one part of the mortgage decision. The lender must still approve the borrower, property, documentation and all other conditions before completion.

How much does a mortgage valuation cost in the UAE?

It varies by lender and property type. For example, Emirates NBD currently publishes AED 3,150 inclusive of VAT for valuation of a completed property. Always check the current lender Key Facts Statement or fee schedule.
