Start by separating the property transfer from the mortgage registration
When a Dubai property is bought with bank finance, two registrations are taking place around the same completion: ownership is being transferred, and the lender's mortgage is being registered against the property.
They are connected, but they are not the same charge — and they are not calculated on the same number.
Sale registration is linked to the property transaction value.
Mortgage registration is linked to the mortgage value.
That distinction is the foundation of the completion budget. One calculation starts with the property sale value; the other starts with the mortgage amount.
The familiar 4% relates to the property sale — not the mortgage
Dubai Land Department currently lists sale registration at 2% of the sale value for the seller and 2% for the buyer, making 4% in total.
That statutory presentation should be kept separate from the commercial arrangement between the parties. In practice, a sale agreement may allocate the cost differently — including transactions where the buyer agrees to bear the full 4%. Check the signed contract rather than assuming who pays what.
Sale Value × 4% = Total DLD Sale Registration Fee
For a property purchased for AED 2,000,000, the total 4% sale registration fee is AED 80,000.
The DLD service page presents the statutory allocation as 2% seller + 2% buyer. Who ultimately bears the cost commercially should be checked against the signed transaction documents.
The mortgage creates its own registration charge: 0.25% of the mortgage value
Where bank finance is used, the lender's security over the property also needs to be registered. DLD currently lists the mortgage registration fee at 0.25% of the mortgage value.
Mortgage Value × 0.25% = Mortgage Registration Fee
This is the distinction worth remembering: 0.25% is applied to the mortgage amount, not the purchase price. Two buyers purchasing equally priced properties can therefore have different mortgage-registration fees if they borrow different amounts.
For example, a AED 1,500,000 mortgage produces a basic mortgage registration fee of:
AED 1,500,000 × 0.25% = AED 3,750
Additional DLD and service-partner charges may apply on top of that basic percentage.
The percentage fees are not the end of the calculation
The transaction can also carry Real Estate Registration Trustee or service-partner charges. For a standard property sale through a trustee centre, DLD currently lists:
AED 4,000 + VAT
For a property sale value of AED 500,000 or more.
AED 2,000 + VAT
For a property sale value below AED 500,000.
The mortgage-registration service has a separate service-partner schedule. DLD currently lists AED 4,000 plus VAT for ordinary mortgage registration and AED 5,000 plus VAT for provisional/Oqood mortgage registration.
These figures should not be added mechanically to every property budget. Whether a particular charge applies depends on the registration route, property status and transaction being completed.
Then come the smaller DLD charges that are easy to overlook
Title deed, map, knowledge and innovation fees are much smaller than the 4% transfer charge, but they still belong in a complete cost estimate. The applicable items depend on the property and service being processed.
Charge | Current DLD amount | Where it may apply |
|---|---|---|
Title deed issuance | AED 250 | Property sale and ordinary mortgage registration |
Apartment / villa map | AED 250 | Where the relevant map is issued |
Unified land map | AED 225 | Land map unified with Dubai Municipality |
Land map outside Dubai Municipality jurisdiction | AED 100 | Where applicable |
Knowledge fee | AED 10 | Applied to relevant DLD fee items |
Innovation fee | AED 10 | Applied to relevant DLD fee items |
The exact total depends on which services and documents apply to the specific transaction.
What the DLD side can look like on a AED 2 million mortgaged purchase
Consider a completed Dubai property purchased for AED 2,000,000 with a AED 1,500,000 mortgage. Keeping the sale and mortgage calculations separate makes the structure immediately clearer.
Cost | Illustrative amount | Basis |
|---|---|---|
Total DLD sale registration | AED 80,000 | 4% of AED 2,000,000 |
Mortgage registration | AED 3,750 | 0.25% of AED 1,500,000 |
Sale service-partner fee | AED 4,000 + VAT | Sale value AED 500,000 or more |
Ordinary mortgage service-partner fee | AED 4,000 + VAT | Current DLD mortgage-registration schedule |
Title deed / map / knowledge / innovation | Additional | Depends on applicable outputs and fee items |
This is a cost map, not a final completion statement. It deliberately excludes lender processing, property valuation, insurance or takaful, developer NOC charges, conveyancing and other transaction-specific expenses that sit outside the DLD figures shown here.
The down payment is only one part of the cash requirement. Registration, bank and transaction costs need to be budgeted separately.
If the seller already has a mortgage, the process is no longer a simple transfer
A mortgaged resale has an additional moving part: the seller's existing lender has a registered interest in the property that needs to be dealt with as part of the transfer sequence.
DLD provides a specific process for the sale of mortgaged property, involving settlement of the relevant bank liability, release of the existing mortgage and completion of the sale and new mortgage in the required sequence.
That can introduce mortgage-release charges and additional trustee procedures. For this reason, the cost estimate for a mortgaged resale should be built around the actual liability-settlement structure rather than copied from a standard unencumbered purchase.
Your completion budget should exist before your completion date
A buyer who budgets only for the down payment can still arrive at the final stage materially short of cash. Build the transaction in separate cost buckets from the beginning.
Purchase contribution
Your own equity contribution toward the property price after accounting for the approved mortgage.
DLD sale registration
The property-transfer registration cost, based on the sale value.
Mortgage registration
The 0.25% DLD mortgage fee calculated on the mortgage value, plus applicable registration charges.
Trustee and administrative charges
Service-partner, title deed, map, knowledge and innovation fees as applicable.
Bank and transaction costs
Processing, valuation, insurance/takaful and other deal-specific costs that sit outside the DLD fee schedule.
Do not ask only “How much deposit do I need?” Ask “How much cash do I need to complete?”
The 4% sale-registration figure is prominent enough that buyers often remember it. The smaller costs are easier to miss: mortgage registration, trustee or service-partner charges, title deed and map fees, plus lender and transaction costs outside the DLD schedule.
And because the 0.25% mortgage-registration fee follows the mortgage value rather than the property price, the financing structure itself changes part of the completion cost.
A proper mortgage budget combines two numbers: the cash going into the property and the cash required to complete the transaction.
Dubai mortgage registration and DLD cost FAQs
How much is the mortgage registration fee in Dubai?
DLD currently lists mortgage registration at 0.25% of the mortgage value, plus applicable title deed, knowledge, innovation and service-partner charges.
Is the 0.25% calculated on the property price?
No. The mortgage registration percentage is calculated on the mortgage value. The property sale registration fee is calculated separately on the sale value.
Is the DLD property registration fee 4%?
DLD currently lists 2% of the sale value for the seller and 2% for the buyer, making 4% in total. The commercial allocation of those costs should be checked against the transaction agreement.
How much is the trustee fee?
For standard property sale registration, DLD currently lists AED 4,000 plus VAT where the sale value is AED 500,000 or more, and AED 2,000 plus VAT below AED 500,000. Mortgage registration has a separate service-partner schedule.
Are bank mortgage fees included in the DLD charges?
No. Bank processing fees, valuation, insurance or takaful and other lender charges are separate from DLD registration costs.
Does buying a property with an existing mortgage cost the same?
Not necessarily. A mortgaged resale can require mortgage settlement and release procedures before the sale and new mortgage are completed, which can create additional costs and process steps.
